IED baseline reports- duties for plant operators and industry according to the Industrial Emissions Directive (IED)

In the Industrial Emissions Directive 2010/75/EU (IED), regulations on operating permits are stipulated. Industrial plants that conduct activities listed in Annex 1 of the IED require an IED baseline report when applying for a permit to operate, and for site closure. This is to assess the initial state prior to industrial use. The findings will later be compared to the soil and groundwater condition of the site upon closure, with the operator being responsible for remediation/restoration of the site to the baseline condition.

In the baseline report the soil and groundwater condition is assessed prior to commissioning and operation of an industrial plant, in which certain hazardous substances are used, generated or released. An assessment and report will similarly be drafted prior to closure of the plant, and used for comparison with that produced prior to commissioning.

Plants from following industrial sectors are affected:

  • Energy industry (combined heat and power station)
  • Manufacturing and processing of metals (e.g. surface treatment, steelmaking)
  • Mineral processing industry (e.g. cement and glass manufacturing)
  • Chemical industry (fertilizer plants, manufacturing of dye)
  • Waste treatment (e.g. recycling or disposal of hazardous wastes)
  • Other activities (e.g. wood processing, textile or leather production, tanneries, food production, dead animal disposal, car test tracks, industrial livestock farming )

What can we provide?

We will assess your requirements according to the IED i.e. do you need a baseline report? If this is the case, then we will conduct a preliminary IED evaluation. A site closure plan will be drafted in the instance of site closure.

  • IED baseline preliminary investigation or site closure plan:
    • Grading/classification of a plant (emissions)
    • Delineation of the various parts of the plant on a map
    • Compilation and evaluation of the relevant hazardous substances used
    • Historical research on site uses
    • Checking, if testing is required
    • Drafting of an investigation plan including chemical parameters to be tested
    • Consultation with authorities

In a second step, the investigation or site closure plan will be finalized and agreed with the permit authority. Soil and groundwater test results will be documented and evaluated in an IED baseline report.

  • Undertaking of the required soil and groundwater testing and analysis
  • Preparation of an IED baseline report or IED plant closure report
